Revere City Government Continues Movement Toward Performance Based Budgeting

The City of Revere, through two separate grants, is now working with the University of Massachusetts as well as Harvard University's Kennedy School of Government to create and implement Revere's version of CitiStat. CitiStat is a leadership strategy that employs data-driven management systems to monitor and improve the performance of city agencies and departments to ensure they are achieving clearly specified results.
Both schools have committed analysts who are working with the Mayor's Office, and the city's Finance Departments, on a daily basis to create and implement this leadership model. The analysts include; Laszlo Palko, a former Army Captain and combat veteran of the Afghanistan war. There he worked on issues including local Government Reform, Peace Negotiations, Economic and Infrastructure Development, Afghan Police Development, Judicial Reform, and Intelligence and Security Operations; Also, Razvan Orasanu, who obtained a B.A. in Philosophy and Economics from the London School of Economics in 2003. In 2005, he was appointed senior advisor to the Prime Minister of Romania; and lastly, Christopher Dwelley who earned his Masters of Science in Public Affairs at the McCormack Graduate School at UMass Boston. Recently, he worked as the Redistricting Director for the Massachusetts State Senate, where he managed the entire redistricting operation, resulting in an unchallenged redrawing of the state's electoral districts.
“My hope is that we can use CitiStat and performance management in order to rethink the way we create the City budget. I want Departments to cost justify line items and really have substantial information to back up everything. We are lucky to have such substantial resources at our disposal in order to implement this new leadership model,” commented Mayor Rizzo.
His administration is also seeking out other state and federal grants to implement CitiStat. The Mayor has made a commitment to launch a full CitiStat program for the City of Revere beginning in April of 2013.
