Through its Community Development roles and responsibilities, the Department of Planning & Community Development works in close partnership with municipal departments and a wide range of local, regional, and federal stakeholders to identify and address needs, assets, priority investments, and shared community goals. This may include plans relating to economic development, public facilities, community centers, public service, housing rehabilitation, homeowner assistance, code enforcement, infrastructure, and public health.
Next Stop Revere Master Plan
With the help of MAPC and sustained community engagement, Revere developed the Next Stop Revere Master Plan, a planning blueprint for the next 10-20 years. Housing Production Plan
In November 2024, the Department of Planning and Community Development presented a Housing Production Plan to the City Council and Planning Board for adoption. The presentation sets a plan for housing production in the city: building the right kind of housing, in the right locations, at various levels of affordability. The HPP sets a roadmap that includes zoning changes, strategies for publicly-owned land, plans for mitigating traffic impacts, and also calls for the adoption of the Community Preservation Act. The plan was approved in February 2025.

Open Space and Recreation Plan (OSRP)
The 2018-2028 Revere Open Space and Recreation Plan (OSRP) is the culmination of a year of public input, research, and analysis to update the City’s OSRP. The document has been prepared to serve as a planning guide for the various City staff, committees, boards, commissions, and volunteer groups in Revere working to support open space and recreation. This plan seeks to offer opportunities for improving and adding to the stock of open space and recreation land in the city, as well as for developing programs that meet community goals.
This plan was prepared by the Metropolitan Area Planning Council (MAPC), which is the regional planning agency serving the people who live and work in the 101 cities and towns of Metropolitan Boston. MAPC prepared the plan under the direction of staff from the following City of Revere departments: Community Development, Healthy Community Initiatives, Parks and Recreation, Public Works, and Engineering. The city submitted a 3-year extension on its 208-2025 plan in September of 2025. You can view the updated 2018-2028 plan here.
The Municipal Vulnerability Preparedness grant program (MVP) provides support for cities and towns in Massachusetts to begin the process of planning for climate change resiliency and implementing priority projects. The State awards communities with funding to complete vulnerability assessments and develop action-oriented resiliency plans. Communities who complete the MVP program become certified as an MVP community and are eligible for MVP Action grant funding and other opportunities.

Hazard Mitigation Plan
The City of Revere worked with AECOM to produce a Hazard Mitigation Plan to help proactively reduce and alleviate damage from natural hazard events. The plan was updated in 2022. Visit here to view the Hazard Mitigation Plan.
Broadway Master Plan
The Broadway Master Plan looks to leverage our rich history and enviable diversity to strengthen assets and diminish challenges. Generations ago, urban revitalization was defined largely through acts of erasure, drastically removing what was there to start anew. This plan however, recognizes what Revere already has and what needs to be done in the near and long term to be better connected.
This plan was shaped by priorities established through extensive public engagement and it sets priorities for the municipality to leverage those amenities. With time, if we implement these recommendations, we can continue to build on Broadway’s historical legacy and create a thriving and mixed-use corridor with a thriving economy, and a resilient public realm as exceptional as its people. Over the years, the City has completed and cooperated on multiple studies revolving around transportation and traffic systems in Revere. The studies are typically prepared in anticipation of development projects, while others may be focused on a specific geographic scope. The studies include the Joint Saugus-Revere Rt. 1 Corridor (ongoing), Waterfront (2018, ongoing), Suffolk Downs (2018), the Mohegan Sun Casino (2016), Overlook Ridge (2015), Donnelly Square to Eliot Circle, Lower North Shore (2000), and Short Range Transportation (1987). Tree Inventory and Maintenance Plan
As a dense, urban community, Revere’s tree canopy has a significant need to expand. Increasing the City’s tree canopy is an explicit goal of the City’s 2020 Master Plan, Next Stop Revere, and was reinforced further in the 2023 Zero Carbon Action Plan developed by the North Suffolk Office of Resilience & Sustainability (NSORS), a partnership between Revere, Chelsea, and Winthrop. The plan calls for the need to “reduce heat islands through investments in green infrastructure, urban forests, and other techniques.” In June 2023, the City completed a Tree Inventory and Public Tree Planting Plan, with the support of a 2021 DCR Grant. The Public Tree Planting Plan sets recommendations for site, species, and nursery stock selection, makes recommendations on tree installation and maintenance strategies, and also makes recommendation son priority planting sites.
The Shirley Avenue Tree Planting Master Plan, funded through CDBG and the Urban Forestry Grant will bring nature-based solutions to create a greener streetscape. In collaboration with MassDevelopment’s TDI, Weston & Sampson designed plans to reduce impervious surfaces, increase tree canopy, and add green spaces. The plan was finished in June of 2025. Beachmont Reslience Plan
The City of Revere received funding from the FY25 Coastal Zone Management (CZM) Coastal Resiliency Grant Program to evaluate the performance and longevity of flood adaptations to reduce damage and improve the resiliency of infrastructure in the area. The project aims to be a collaborative effort focused on community members abutting Belle Isle Marsh and steps they can take to reduce flood risk and damage.
Phase One of the plan is complete, and the plan can be viewed here. This plan will shape future phases of resilience efforts in the Beachmont neighborhood.
Riverfront Master Plan
The Riverfront Master planning process was conducted throughout 2020 to explore opportunities and challenges related to the Gibson Park area adjacent to the Point of Pines neighborhood. The plan was finalized in 2021 and guides the City on efforts to make Gibson Park more resilient and recreational for residents and visitors. To view the plan, visit here.
