Massachusetts Growth District Initiative
The Executive Office of Housing & Economic Development (EOHED) implemented the “Growth Districts Initiative” in February 2008 as a focused means of expediting development within the Commonwealth. Through the Growth Districts Initiative (GDI), the Patrick-Murray Administration will partner with municipalities that have identified one or more areas for significant commercial, residential, or mixed-use growth. By identifying eighteen Growth Districts, EOHED will focus resources to ensure that each district is truly “development ready.” The initiative offers a focused approach to work with each community ensuring that all required permits are secured, site preparation is completed, infrastructure improvements are identified, and marketing resources are made available. Each district will be put on a fast track for groundbreaking.

Massachusetts Environmental Policy Act (MEPA) Compliance
As part of the state permitting process, the Massachusetts Environmental Policy Act (MEPA) provides for a multidisciplinary review of environmental issues in consultation with allied public agencies and incorporates public notice of projects. The MEPA process incorporates a series of filings, and in the case of the Waterfront Square in Revere Project this included an Environmental Notification Form (ENF), a Draft Environmental Impact Report (DEIR), as well as an Environmental Impact Report (EIR). The project proponent receives comments from agencies and from the public comment process, and responds to these comments in both the Draft and Final Environmental Impact Report (DEIR/ FEIR). Within seven days after the close of comments, the Secretary issues a certificate stating whether or not the FEIR adequately and properly complies with the Massachusetts Environmental Policy Act and its implementing regulations. Waterfront Square concluded its Massachusetts Environmental Policy Act (MEPA) review on May 15, 2009 when the Secretary of the Executive Office of Energy and Environmental Affairs (EEA) issued a Certificate on the Final Environmental Impact Report. Categorical Exclusion Documents
As part of the federal permitting process, a Categorical Exclusion (CE) includes a category of actions that has been found, through procedures adopted by a Federal agency, to have no significant impact, either individually or cumulatively, on the environment. Neither an environmental assessment (as defined below) nor an environmental impact statement is required when there is a CE.

Environmental Assessment Documents
Environmental Assessments (EA) were authorized by the National Environmental Policy Act (NEPA) of 1969. As part of the federal permitting process, an Environmental Assessment is an analytical document prepared with public participation to determine whether an Environmental Impact Statement (EIS) is needed for a project or action. If an EA determines an EIS is not needed, the EA becomes the document allowing agency compliance with NEPA requirements.

Revere Beach Design Review Board
Chapter 841 of the Acts of 1975 and Chapter 877 of the Acts of 1977 (the "Special Acts") provide that any person proposing to construct within a certain defined area near Revere Beach (an area that includes the city's Oceanfront Development Site) must undergo design review. Accordingly, the Project is required to submit preliminary site development plans to the Revere Beach Design Review Board for review. The plans are required to show "the location and outlines of proposed buildings- illustrative details of building facades; the density of proposed uses; the proposed locations, general dimensions and materials for trees, drives, parking areas, walks, and paved areas; proposed landscaping improvements and open areas within the site; and indicating generally the relationship of the site plan to the surrounding neighborhood." Under the Special Acts, the Board has to submit a written response to the Commissioner of DCR, as successor to the Metropolitan District Commission, within 60 days of the filing of the plans stating whether the proposed design is "suited to the characteristics of the Revere Beach Site and is adequately integrated with the surrounding area." The Project submitted the required preliminary site development plans to the Board on June 5, 2009, and on August 5, 2009, the Board indicated to the DCR Commissioner that the Project had met the requirements of the Special Acts and that the Project was suited to the site and adequately integrated with the surrounding area.

LEED for Neighborhood Development
Waterfront Square at Revere Beach, a Transit-Oriented Development, was selected as a pilot project for the Leadership in Energy and Environmental Design for Neighborhood Development (LEED ND) program. Nationally, 230 projects were accepted into the pilot, with 13 in New England and only six in Massachusetts. LEED ND is a new rating system that integrates principles of smart growth, new urbanism, and green building into the first national standard for sustainable neighborhood design. The LEED ND program is being developed by the U.S. Green Building Council (USGBC), in partnership with the Congress for New Urbanism and the National Resources Defense Council. USGBC LEED ND Pilot document states that the program is intended to have a “positive effect in encouraging developers to revitalize existing urban areas, reduce land consumption, reduce automobile dependence, promote pedestrian activity, improve air quality, decrease polluted stormwater runoff, and build more livable, sustainable communities for people of all income levels.”
